Lt. Babb was promoted to the position of Assistant Jail Administrator in 2003; Lt Babb has primary oversight of the Inmate Programs
Division. He is one of two Assistant Jail Administrators at the Penobscot County Jail. Prior to his employment with the Sheriff’s
Office, he served in the United States Air Force from 1981-1985; holding the rank of Sergeant in the Security Police Division.
In 1986 Ty began his career with the Penobscot County Jail as a Corrections Officer.
He was promoted to Corporal in 1988 and
then in 1992 he was promoted to the rank of Sergeant of Corrections.
From 1995 until 2002 he supervised the inmate programs
which included inmate programming such as work release, community work crews, inmate helpers, religious and educational programming
and many other rehabilitative inmate programs.
Under the oversight of then Sheriff Edward Reynolds, Ty Babb managed the inmate
work program which received the Governor’s Service Award for over one quarter of a million dollars of inmate labor donated to non-profit
agencies.
Agencies such as libraries, fire departments, town governments, and historical societies benefited from the labor
and skills of incarcerated minimum security inmates.
