Captain Richard Clukey
Captain Richard Clukey was promoted to the duties of Jail Administrator in 2003, Captain Clukey is responsible for the management of the Penobscot County Jail and answers to the sheriff in this capacity. As Jail Administrator, Captain Clukey oversees the day to day operation of a facility rated for 136 inmates. Two Assistant Jail Administrators work as his assistants as they manage the facilities security operations, inmate programs, work release, inmate transports and the day to day operation. He supervises approximately 65 corrections officers and supervisors. Rick Clukey worked his way through the ranks of the Penobscot County Jail, first having worked as a Corrections Officer (1981-83); Security Sergeant (1983-87); and transition coordinator (1987-88). In 1988, Rick was promoted to Training Sergeant for the sheriff’s office and in that capacity was responsible for the training coordination for the 100+ employees of the agency. In 1995, he was promoted to assistant Jail Administrator. Then in 2003 was promoted to Jail Administrator where his hard work was recognized with the 2004 Maine Sheriffs’ Association – Manager of the Year Award.
